In Safari

  1. Open this page in Safari (not Chrome).
  2. Tap the Share button — the square with an arrow pointing up, in the bar at the bottom.
  3. Scroll down and tap “Add to Home Screen”.
  4. Tap “Add” in the top corner.

It then opens full-screen with its own icon, no browser bar — and your last list still loads when you have no signal.
